feat: classify panics (#7681) 
We are currently aware that Arrow may panic for overlarge string
columns. Howeve we would still like to get distinct alerts for unknown
panics. Hence we shall classify the panic both on our log messages and
our metrics.

Dom Dwyer cd4087e00d style: add no todo!() or dbg!() lints 
Some crates had theme, some not - lets be consistent and have the
compiler spot dbg!() and todo!() macro calls - they should never be in
prod code!

Dom Dwyer 49c38c2976 feat: emit thread panic count metric 
Allows the panic handler to be optionally configured to emit a thread
panic metric, increasing by 1 each time a panic is observed.

build: use new rustdoc lint name (#2261) 
* fix: nocache feature code rot

The MBChunk::snapshot code when using the "nocache" option no longer
compiles - this commit updates it to match the not(nocache) code.

* build: use updated broken_intra_doc_links name

The broken_intra_doc_links lint was renamed
rustdoc::broken_intra_doc_links
