Breaking changes:
- Snapshotting and restoring volumes is now enabled by default
- The --namespaces flag for 'ark restore create' has been replaced by --include-namespaces and --exclude-namespaces
New features:
- Support for S3 SSE with KMS

- The persistentVolumeProvider is now optional
