Hidden scrollbar on panel-builder
...
Previously it was unclickable because the resizer sits on top,
rendering it purely aesthetic. The visual clutter of it was quite ugly.
Now it is hidden, but still scrollable. Hypothesis: users will not miss
this scrollbar, usability should remain intact
