While investigating the RX issue on NRF52_DK after SDK 14 updates,
it is observed that the RX FIFO doesn't get filled up, when the
flow control is disabled. Hence the readable never returns true.
If using Serial interface, the stdio file handles (0, 1, 2) get opened.
This results in configuring the flow control for STDIO, and it is observed
that the RX FIFO gets filled.
However, if RawSerial is used, the STDIO file handles
don't get opened. During the debug process it was observed that if the
flow control is configured once and then set to disabled, RX worked
as expected.

I noticed that there was quite a bit missing from the mbed2 release of
the microbit today. That's because the microbit uses ARM by default and
the GCC_ARM small library. The release script was trying to release for
ARM using scan rules for uARM. Turns out we're stuck with 2 configuration
parameters for the same thing: `default_lib` for GCC and `default_toolchain`
for ARM. Dang

### Description
Exporting to GNU ARM Eclipse, E2 Studio, and other exclude-based IDEs
currently generats unusable project files online. This is because the
list of directories ignored in the scan is inconsistant about what sort
of paths are used: logical paths, or phisical paths. This patch makes
all paths in ignored_dirs logical. This should fix the excluding tags
in these project files.

If the packet is already handed over to the PHY layer, we shouldn't be
able to cancel that particular transmission. In addition to that if the
backoff timer is either not applied or has been deactivated, should end
up in no-op rather than having normal termination. A new error code has
been introduced to cover no-op cases. This error code replaces the
compliance test related error code which is no longer relevant.
clear_tx_pipe() does nothing if:
- The stack cannot cancel TX (already handed over to PHY)
- The backoff timer is not active at all
- The event is disaptched to schedule
stop_sending() will only post process ongoin TX if the pipe was
definitely cleared.
Currently the return value of flash_get_page_size() is 1 since the min size per one writing is 1 byte by Flash spec.
However, I noticed that this value causes a enormous write time When writing large data such as FW update.
So I revised this value to 8 byte by considering the writing time, memory alignment and memory hole.
Need to ensure the transmission has been started before sending a STOP condition.
Issue found on the NUCLEO_H743ZI due certainly to the high-speed clock used.
But this is normally needed also on all STM32 devices using the I2C peripheral version 2.

2 calls to `notify.cc_verbose` used the a FileRef object in place of
the file's name. Other calls to `notify.cc_info` would use just the
file name. This PR changes these 2 calls to be consistant with the rest.

The NRF51 post build hook finds it's hex files using the Resources
object. This PR fixes the corner case where the hex files within a
project have a name!=path (This really only happens online).

### Description
The netbeans exporter was being inconsistant with it's invocation of
the C pre-processor on the linker script: the C pre-processor was always
invoked from `$PATH` where as the rest of the tools were invoked as
configured by the tools. This changes the invocation of CPP to match the
rest of the tools: heed the conifguration.

### Description
Memap will create a bunch of warnings about "Unknown object name" when
parsing a map file created for the RZ_A1H and the GR_Peach. Theses
warnings are sperious; the information in these sections does not belong
to an object file. This PR silences these warnings.
