mention the correct feature gate name for RBD CSI migration.

The feature gate string (CSIMigrationRBD) was not matching with the
implementation (csiMigrationRBD) and this commit make it in parity

mount or the mounting process will fail.

The persistentVolumeClaim explanation was contradictory. I've changed it, since PersistentVolumeClaims are an abstraction layer for PersistentVolumes, which in turn "capture[..] the details of the implementation of the storage".
