Qiming Teng 9f64a3c3cc Fix locale string configuration for parentoptions 
The `parentoptions` heading is missing from the locale string
file. The result is that in the command reference pages, the
second table has no heading. It is weird to see two tables on
the same page without this heading text.

Fix Bengali localization strings (#39811) 
* Ensure that i18n/bn.toml is really a symlink
* Start out with an empty (commented out) list of strings. This will
  fall back to the English original.

Move Portuguese localization files to pt-br folder (#37967) 
* Rename the former "pt" folder to "pt-br" in order to keep consistency across
the website data.
* Update the symbolic link to point to the file in the renamed folder.

Qiming Teng 11eac47f49 Fix link for zh-cn i18n file 
The previous PR rendered this `i18n/zh-cn.toml` file a dangling link.
This PR fixes it.

Qiming Teng c52818c03d Switch language name 'zh' to 'zh-cn' 
This is the first step to rename 'zh' to 'zh-cn'. There are several reasons why we rename the language name.

- The upstream docsy theme changed the language name, leading to many warnings during site build;
  The side-effect is that the i18n strings are no longer working.
- We believe renaming the language is the right thing to do, because this move can make room for other variants of Chinese language, such as 'zh-tw', 'zh-sg' etc.

There would be several follow-ups to this PR, such as fixing the intra-site links, adding redirects etc.

We will lock up changes to zh/zh-cn pages for the moment, until this one gets in.

This PR is based on commit cdad0a7342.

For older releases, the previous rendering wasn't quite right.
Implement a custom layout for the supported versions list

This commit does NOT remove the shortcode named {{< versions-other >}}
because it is still used in some localizations.

Qiming Teng 8e9076b2ae [zh] Revise translation for notes shortcode 
Currently, the three types of notes are translated as:

- `note` --> `注意：`
- `caution` --> `警告:`
- `warning` --> `警告：`

This PR revises the translation to:

- `note` --> `说明：`
- `caution` --> `注意：`
- `warning` --> `警告：`
