- Use Hugo's built-in support for localizing dates
- Allow customizing date formats separately
- Make more dates machine readable
- Add a tooltip for dates

Update schedule using schedule-builder
...
This is a manual update of the schedule and end-of-life data to match
the format proposed by
[`schedule-builder`](https://github.com/kubernetes/release/tree/master/cmd/schedule-builder ).
