docs: Update release notes - remove multi-stream, add Function field redesign

- Removed multi-stream architecture from TL;DR and main content (feature not complete)
- Added comprehensive section on Monitor Function field redesign (Capturing/Analysing/Recording)
- Detailed explanation of legacy Function values and how they map to new fields
- Updated Storage & Recording section to reference the new granular control
- Renumbered all sections accordingly (now 10 major sections)

The Function field redesign is one of the most significant architectural changes in 1.37.x, splitting the single Function enum into three independent control parameters for much greater flexibility.
