Mark Rushakoff 5a61bdad70 Move monitor.Diagnostics to its own package ... I was trying to create a Diagnostics Client in the tsdb package, but IIRC importing `monitor` caused an import cycle of: tsdb -> monitor -> cluster -> tsdb.
