Malthe Borch 41d32223f1 Add support for syslog facilities local0-local7 
The logging configuration now accepts strings "local0" through "local7"
as facility selectors.

The input is lowercased such that e.g. "LOCAL0" is valid, too.

Paul Dix d9a14861e4 Fixes #868, panic on upgrades. 
This was a problem with 0.7.x upgrades to 0.8 where there was a raft snapshot. The recovery method assumed certain structures would be there and they weren't.

Uses a RWlock so there's no global lock on writes or queries.
