This testing is all now provided by the `fluxtest` harness.
This change adds a flag to the flux-test-harness cmd that makes the test
harness wait between test runs leaving the InfluxDB instance running for
inspection. The credentials for connecting to the test instance are also
added to the local influx cli configs.

This ports the table tests that existed with the pre-beta version of the
storage engine to the one that is now used in the production version.
A few of the tests are skipped. These are portions of the storage engine
that have not been ported over. They should be unskipped when that
functionality is ported over.
The internal command can be used to execute flux tests using the same
internals as the `flux test` command, but it will invoke these tests
against a test influxdb instance that is launched in-process.

This also introduces the org id resolver type. Which is transplanted
from the kv service. As this one function coupled all resource
capabilities onto the kv service. Making removing these capabilities
impossible. Moving this type out into its own package which depends on
each service explicitly ensures we don't have one type which has to
implement all the service contracts.

The generate commands have been modified to take advantage of the new
functionality in Go 1.11 that allows `go run` to execute a package
instead of individual files.
This functionality combined with Go modules allows us to execute a
package directly out of our pinned dependencies rather than accidentally
picking up another binary outside of the build environment.
This also simplifies the Makefile because they no longer have to be
responsible for installing the correct tooling since the Go command
takes care of that logic. It also makes it so that the Makefiles with
file generation can now be invoked from their appropriate subdirectories
so they are contained within the directory itself rather than relying on
values in the top level Makefile.
It is now possible to generate all files within this project by using:
go generate ./...
Or the Makefile can continue to be used.
This commit also copies over the special copy of `tmpl` that the storage
engine uses within the influxdb repository. It was never copied over so
using `go generate` on these packages did not work.
