Jason Stirnaman 0813130434 refactor(api): migrate operation links to RapiDoc anchor format 
Migrated 171 links across 83 files from #operation/{operationId} to
#{method}-{path} format for RapiDoc compatibility.

71 links in shared content using /version/ placeholder require
separate handling (expected - these use Hugo templating).
