Christopher Haster 3f7fbe696d Added useful attributes supported by supported compilers 
Merges compiler-polyfill into hal/api/toolchain.h following the existing
mbed conventions.

tested on:
- GCC
- Clang
- ARMCC (online compiler)
- IAR

- UNUSED

- FORCEINLINE
- NORETURN
