* Adjust definition to make the default constructor `constexpr`.
This permits use in classes that want lazy initialization and their
own `constexpr` constructor, such as `mstd::mutex`.
* Add `get_no_init()` method to allow an explicit optimisation for
paths that know they won be the first call (such as
`mstd::mutex::unlock`).
* Add `destroy()` method to permit destruction of the contained object.
(`SingletonPtr`'s destructor does not call its destructor - a cheat
to omit destructors of static objects). Needed if using in a class
that needs proper destruction.
This commit takes some of the work done on the SPI class from #8445, and
refines it, to provide the per-peripheral mutex functionality.
This also implements GPIO-based SSEL, which exposes a new
select()/deselect() API for users to group transfers, and should work on
every platform (unlike the HAL-based SSEL). This requires users to use a
new constructor to avoid backwards compatibility issues.
To activate the per-peripheral mutex, the HAL must define SPI_COUNT and
provide spi_get_peripheral_name(). (In #8445 this is a reworked
spi_get_module, but the name is changed here to avoid a collision with
existing HALs - this commit is designed to work without wider HAL
changes).

_acquire() is not required in constructor, since we are not performing
any operation on SPI bus yet. Just initialize the pins/hw
Destructor is required to clear _owner else SPI format/frequency will not be
set if object is recreated. We do not free SPI bus, but init again in hardware
may or may not change frequency/format.

- Add flag to SPI class to track if the SPI instance has locked deep sleep mode.
- Wrap call to sleep_manager_lock_deep_sleep to only be called if SPI instance
hasn't already locked deep sleep.
- Wrap call to sleep_manager_unlock_deep_sleep to only be called if SPI has
currently locked deep sleep mode.
Any driver with attach or async API should be considered for deep sleep.

The main benefit of block-level SPI writes is the performance
improvement from not acquiring a mutex lock between each byte sent on
the SPI bus. The block write may also be poked through the hal level for
additional speed improvements.
Best way to enable MBED_DEPRICATED APIs to be properly rendered
requires using the doxygen preprocessor. This means all device_has
labels need to also be defined or the default DOXYGEN_ONLY label
applied to the API headers which this commit does. ASYNCH currently
exluded.
stop using scope for \addtogroup. It was placing class methods into the
group documentation instead of the class documentation. The new style is
to explicitly tag the class as @ingroup. This new method will allow the
class to be linked in the group page, and the class page will contain
the detailed documentation of the class methods.
