Andrzej Puzdrowski b49f85fe46 Fix: reverted unwanted changes in ARM5's scatter files of legacy nRF51822 targets. 
Applied proper changes to ARM5's scatter files of nRF5 regular targets.
Improvement: Remove hardcoding of FLASH vector address, now FLASH vector address is imported form linker to C code.

Brian Daniels f3d20141a3 Allowing mbed_app.json files to be discovered for tests. 
Before, mbed_app.json files were explicitly ignored when building tests.
This was mostly because you could have multiple mbed_app.json files in the
tree (for instance, in test case folders) and the behavior would be
undefined. Now the tools explicitly ensure that there aren't multiple
mbed_app.json files in your source files. So auto discovery of
mbed_app.json for testing is being reintroduced.

Andres AG 39c95e0e2f Sync mbed TLS with development HEAD 
Update the current version of mbed TLS with the development HEAD of the
mbed TLS project repository. This mostly includes the latest CMAC
feature. Also, update the version in the importer Makefile and
VERSION.txt with the hash of the mbed TLS commit that was sync'ed.

Mahadevan Mahesh b290c71f57 The HAL CM4 for ARM and IAR toolchains is valid only for FPU present. These guards were added 
to mbed SDK as there are targets with Cortex-M4. This is similar to the implementation already
done for GCC ARM
