The version number was required previously when ARM Compiler 5
and ARM Compiler 6 were both supported. There was a significant
underlying change between the two that justified having distinct
build options settinfgs. It is very unlikely that such a major change will happen
between ARM Compiler 6 and future versions. It is therefore also very unlikely
that distinct option settings for future versions will be needed.
We should therefore avoid appending version number the same way we do not
append it to GCC toolchain configuration settings.
Add function "has_binary_license" to check if a file has a
non-permissive license contains one. PBL is not recognized by scancode,
causing it to be flagged as a non-permissive license. CI doesn't allow
any non-permissive licenses, although, files flageed as SPDX are
allowed. Workaround causes all files with a valid PBL to be flagged as
missing an SPDX.
Add condition in "has_spdx_text_in_scancode_output" to ignore any spdx
identifier with "unknown" in the name. Scancode erroneously matches PBL
to matched_rule.identifer "spdx-license-identifier: unknown-spdx". This
prevents the workaround from working.

sfdp_find_addr_region() was causing issues with SPI
flashes with sector table parsed from SFDP (in
particular SST26VF016B).
In particular, it was returning -1 when address 0 is
passed (probably also if the address in the first
region). I do not know why the search algorithm is
written to search from the higher to lower regions,
but it was obvious that it would fail for the first
region. Also it was harder to read due to the index
manipulation.
