Add a necessary helper to allow FileHandle objects to be obtained
from POSIX file descriptors.
Primary envisaged use case is to act on STDIN_FILENO etc, eg to
set it non-blocking or use sigio, or to use the enable API.
Add tests to
1. Verify that a ConfigException is generated if application is placed
within the bootloader region
2. Verify that a ConfigException is generated if bootloader segments
don't fit witin rom.
Support the requirement where bootloader can be in chunks and enable
placing the application at a particular offset specified by config.
With FEATURE_BOOTLOADER support, the bootloader can be placed at a
high address. Add support to the tools so that application can be
placed in the available space before the beginning of the bootloader.

The low power ticker wrapper layer adds a large amount of interrupt
latency. This can cause dropped bytes at a baud of 115200 on some
devices. To prevent this by default use the microsecond ticker for
tickless on devices which make use of the low power ticker wrapper.
Add API to dynamically enable/disable input and output on FileHandles.
Aim is to allow power saving by indicating that we permanently or
temporarily do not require input, so that for example serial Rx
interrupts can be released, and deep sleep permitted.
Matches rest of RTOS class timeout parameters by using the unit name. Remove ambigious statement in reference to 0 ms being no-timeout as a timeout of 0 causes the function to not block and return immediately (osWaitForever is used as no timeout as it will wait forever)
When the original PSOC6 CM4 hex file contains unalinged text sections
that span through multiple intelhex segments, aligned segments (filled
with zeroes) overlap with the original data segments, resulting in
error thrown by ihex.merge(alignments, overlap='error').
Such hex file can be produced when the ELF is built with ARM MDK Compiler
with --split_sections option:

Change the merge strategy to overlap='ignore', so that the overlapping
zero-filled segments are skipped.
