As per "Difference between microlib and the default c library" from "http://arminfo.emea.arm.com/help/index.jsp?topic=/com.arm.doc.100073_0612_00_en/chr1358938938431.html" Microlib is not supported feof() and ferror() functions so modified all the test cases to pass without using feof() and ferror().

Hugues Kamba ceffb6ddeb minimal-printf: Fix handling of the two character sequence %%
The two character sequence %% is used in standard implementations of
printf to print a single %. This is because % is essentially printf's
escape character for format specifiers and as \% cannot work printf
uses %%.
Therefore to be compatible with string buffers containing
%%, minimal-printf also needs to only print a single %.

int_szyk e821c4da6f Change stack sizes.
Change stack sizes in test stats_cpu and mbedmicro-rtos-mbed-threads.
The value 384 was declared to make this test pass on STM32F070RB,
but its main stack value has been changed to 3KB so now it passes
this test with 512 stack size. The change was needed to make GR_LYCHEE
pass this test on ARM compiler.

Make the atomic functional test use `Atomic<T>` rather than the
standalone functions - this then tests both layers simultaneously.

Przemyslaw Stekiel 86dab2f9fa Disable time drifting test cases.
Time drifting test cases use serial communication with the host and are unstable on CI.
Skip time-drifting test cases if SKIP_TIME_DRIFT_TESTS macro is defined.
The idea for the future is to use FPGA test shield for timing tests instead of host scripts.

Also remove `__ARM_FM` macro which in most cases was used to disable time drifting tests. In other cases replace `__ARM_FM` with `TARGET_ARM_FM` which is more suitable.

Kevin Bracey 2fbbd9d2ca Introduce Semaphore::acquire methods
Deprecate wait() in favour of acquire(), try_acquire(),
try_acquire_for() and try_acquire_until().

Brings Semaphore more into line with CMSIS-RTOS 2 (which uses "acquire"),
itself (as it has "release"), and other classes having "try", "try for"
and "try until".

Also steps away from vague "wait" term - the primary operation here is
to acquire the semaphore, and this will of course sleep.

Kevin Bracey 4fe06e0949 Critical tests: use atomics
Get rid of a volatile, and use atomics to synchronise with the interrupt
routine instead.

Useful as a non-RTOS basic compilation check for the atomics - the
fuller atomic test relies on the RTOS.

Kevin Bracey 0fabf37564 Add some atomic tests
These are platform tests, but rely on the RTOS to run multiple threads
to exercise it.

(The atomics are still useful in non-RTOS, to protect against interrupt
handlers, but testing versus other threads is easier. The implementation
is the same either way, so doesn't seem worth testing non-RTOS
specifically).

Alastair D'Silva 2617c5d55b Don't use define checks on DEVICE_FOO macros (mbed code)
The DEVICE_FOO macros are always defined (either 0 or 1).

This patch replaces any instances of a define check on a DEVICE_FOO
macro with value test instead.

Kevin Bracey ff7a316a32 Rework fseek/ftell tests
ARM C library is really good at optimising out calls to underlying
seek. The only ones we were actually detecting in the empty file case
were the ones that the default FileHandle::size() made itself during
the SEEK_END case.

When we implement TestFile::size() directly, we will no longer see
a single seek call from the ARM C library in the empty file case, so
remove those tests.

Beef up the non-empty file case, adding checks that we are making
underlying read+write calls in the correct position, as a proxy for
direct checks for underlying seek being called.
