Alexander Zilberkant 91505184d3 Integrate with mbeb-cli build system 
PSA code generation will be called automatically upon mbed invocation.
The autogenerated files will be created under <mbed-os-root>/PSA_AUTOGEN directory.

Brian Daniels 2b4960bffe Front-end scripts now use the ARM toolchain fallback. 
Some unused imports were removed as well as some general clean up.

Brian Daniels cd96b21370 Correct check for the ARM toolchain binary in the PATH. 
The compiler used for the ARM toolchain changes depending on the target.
This changes the front end scripts to do the proper toolchain look up
before checking the system PATH for the compiler executable. The tools
were always checking for the ARMC5 compiler, now it should check for the
right version.

Oren Cohen 0ca2615a72 Check source relative to ROOT on secure targets 
When building secure targets, we would like compile only files that are in the the mbe-os root folder.
This Fixes an issue when sending multiple --source parameters that are all inside the mbed-os tree

Martin Kojtal 0bbfc6199c build: fix notifier typo and passing to builds API 
Notifier should be passed to build libs functions, otherwise it's
none and fails.

Missing notify object in toolchain also fixed.

Jimmy Brisson d20bcba89b Remove static analysis scan 
An earlier patch in this series relies on the assumption that all
toolchain construction goes through `prepare_toolchain`. This is still
not the case. The only remaining user of the `mbedToolchain` object that
does not go through `prepare_toolchain` is the static analysis scanner.
It's basically dead-code at this point. I say we remove it. So this
patch removes it.

Brian Daniels 938ac93496 Fixing toolchain executable not found error for build.py 
Commit 19d56fd40f removed the default file
paths for the toolchains. This was done under the assumption that the
top-level compile scripts were properly checking that the toolchain
executable was availble. The build.py script was doing this in the wrong
place. This commit rearranges the script a bit so the check is performed
properly.
