Martin Kojtal 0eb4cf0da9 Add cortex-a cache file 
Fixes #4759

This was removed during cmsis5 update. Here is original file:

Bartek Szatkowski 5f29445103 Remove Cortex A support from CMSIS/RTOS 
This change is temporary, Cortex A support will be reenabled when it's
fully supported in CMSIS/RTX 5.
