Maciej Bocianski 19e33ba44b UserAllocatedEvent implementation
UserAllocatedEvent provides mechanism for event posting and dispatching without
utilization of queue internal memory. UserAllocatedEvent embeds all underlying
event data and doesn't require any memory allocation while posting and dispatching.
All of these makes it cannot fail due to memory exhaustion while posting.

This commit also does the following:
* groups the documentation of related API
* moves `events/internal/equeue.h` to `events/equeue.h`
* merges `events/source/README.md` to `events/README.md`

Hugues Kamba bfa1b4dd84 Drivers/Events/RTOS Public and internal APIs cleanup (#10955)
Separate drivers, events, and rtos internal APIs from public APIs.

* Move source files to source subdirs
* Move internal headers to internal subdirs
* Add Doxygen comments for documenting internal and public APIs
* Remove source code from header files in order to remove include pre-processor directives
that included header files not directly used by said header files
* Explicitly include header files instead of implicit inclusions via third-party header files.

Release Notes

This will break user code that was using an internal API as the internal header files have been moved.
This will only break if the user was including the header file using a namespace (i.e #include "foo/bar.h" instead of #include "bar.h"

Macro guard `MBED_NO_GLOBAL_USING_DIRECTIVE` is added around namespace, to avoid
polluting users namespace.

Kevin Bracey eb80c25398 Add ability to request a shared event queue
To allow components with a simple need to schedule a few events to not
have to create their own threads, with all the associated memory
overhead, add 2 central calls to get shared normal and an
interrupt-deferral event queues, each dispatched on their own shared
threads.

For non-RTOS systems, just the normal event queue is provided, and the
application would have to dispatch this itself. This
application-dispatch is also available via a config option, to
potentially save memory by reusing the main thread.

Possible future improvement: the ability for separate components to
request a minimum stack size, and have the JSON combine these requests.
(Analogous tooling has already been mooted for mbed TLS config options
like key size).

Bogdan Marinescu e7abc11f59 Added mbed-events library
Added mbed-events from https://github.com/ARMMbed/mbed-events. Changes
from upstream:

- the whole code is licensed under the Apache license. Sources and
  headers were updates with this information.
- removed the porting layers for Windows and FreeRTOS and the references
  to these porting layers in equeue_platform.h.
- moved the TESTS directory in mbed-events to the TESTS directory of
  mbed-os.
