Add target definitions for using 16k nrf51 on the NRF51_UNIFIED platform: MCU_NRF51_16K_UNIFIED_S130 

Add target definition for Raytac MDBT40 module to use the MCU_NRF51_16K_UNIFIED_S130 target.
