Fix for #2884, LPC824: export to LPCXpresso, target running with wrong clock speed

SystemInit() was called condititionally, but necessary defines were not
set in mbed. Calling SystemInit() unconditional now.
Removed also conditiional calls to legacy CodeRed lib.
